I don't think this will work because,if you banned them they will register new account.

if this would work ,then registration shud be closed.

You can quote with Smileys,! But make sure that you write a message with it. The message must be sensible, and must technically be a sentence, ie. With a subject and verb. No single word messages een if you quote a long text.

It's more like you can add a Smiley to a comment you make. The message is the main point and this Smiley helps make it look nice or humorous or makes emphasis on that message. The Smiley is not the message, the comment is.

That's true, but we are restricting it's use because members are abusing it too much. I have seen many posts with only Smileys and also posts that just quote someone's comment and end it with a Smiley. Personally it is quite annoying as I don't know how to reply if I want to. A Smiley may convey a message on it's own but can be interpreted in different ways depending on the viewer.
